What
you need to do is 1) install the above program to add the ‘Kurdish Latin
Keyboard Layout’ to your system's layout repository, 2) [in
Control Panel] add an arbitrary language to your system AND change its keyboard
layout to what you created in the first step.

professional users:
using Microsoft Keyboard Layout Creator, you can
design your own keyboard layout!
You
don’t need to install any auxiliary programs. It’s already supported, you just need to add it
to the list of active languages.
